Universities Research Association welcomes New General Counsel: John T. Lucas

Washington —John T. Lucas joins URA team as the new General Counsel. 

John comes to us from the Department of Energy, where he most recently served as Deputy General Counsel for Business Transactions.  John’s 30-year career at DOE includes service as DOE’s Assistant General Counsel for Technology Transfer and Intellectual Property and as a staff attorney at DOE Headquarters. Under appointments from Presidents Obama and Biden, Mr. Lucas twice served as Acting General Counsel for DOE, spanning a total of two years

John has extensive experience in federal laboratory technology transfer, procurement and financial assistance laws and regulations, intellectual property, legislative analysis, and management and operating (M&O) contracts.  His experience and expertise will be invaluable to URA in guiding and enabling our M&O responsibilities.

John holds a B.S. in Chemical Engineering from the University of Virginia, a J.D. from George Mason University School of Law, and a LL.M. in Intellectual Property with honors from the John Marshall Law School in Chicago. He is a member of the Illinois and District of Columbia Bars, and he is admitted to practice before the U.S. Court of Appeals for the Federal Circuit and the Supreme Court.
